지역사회를 위해 대화하고 고민하는 현장중심 활동

배움에 대한 열정은 학생들에게만 있는 것이 아니다. 최근 건국대학교 일반대학원 2013년도 전기, 정치학과 국제정치전공 박사과정에 합격한 서울시의회 김동승(민주통합당, 중랑3) 시의원을 보면 배움의 열정이 끝이 없다. 성실한 의정생활 못지않게 끊임없는 학구열은 이미 주위에 정평이 나 있다. 배우는데 나이제한이 없으며, 만학도의 길이 자랑스럽다는 인터뷰 내용처럼, 활동적인 일상을 들어보았다.

Engaging in Field-Centered Activities Having Conversation and Finding a Solution

The love of learning is not only for the students. Dong-seung Kim (Democratic United Party, Jungrang 3), city councilor of Seoul who is pursuing a doctorate in Politics majoring International Politics at Konkook University reminds of the endless love of learning. He already has a reputation for being hard-working in council activities and his passion for his study. Kim said there’s no limit to learn and he is proud of studying in his later years. I sat down and listened to his everyday life.

방만 운영 재정부분, 강남북간 교육격차 해소 노력

2012년 9월, 주경야독 끝에 고려대학교 정책대학원 도시행적학과에서 ‘지방의회 사무기구 인사운영의 문제점 및 개선방안’이란 논문으로 석사학위를 받은 김 의원은 “만학의 꿈을 실현하게 돼서 너무 기쁘다. 올바른 지식을 얻는 데 초점을 맞추고, 그 지식을 시민들과 우리사회에 기여하는데 앞장서겠다”고 밝혔다. 단순한 학구열이 아니라 배움의 끝은 결국, 지역사회와 시민들을 위해서 필요한 부분이며 이는 의정활동에도 도움이 된다는 설명이다.

실제로 김동승 재정경제위원장은 한국일보가 주최한 '2011 대한민국 고객감동 그랑프리'에서 자랑스런 한국인 ‘시의원 부문 대상’을 수상하기도 했다. 오랫동안 건설현장을 누비던 경험과 배움에 대한 열정이 만들어낸 결과로, 방만하게 운영되고 있는 서울시 재정과 부채문제를 세밀히 따지는 한편, 강남북간 교육격차 해소 등을 위한 예산 350억 원을 증액하는 등 열악한 교육여건 개선에 기여한 점을 인정받게 된 것이다.

또한 "사사로운 욕심을 버리고 오직 지역사회와 공공의 이익을 위해 봉사하는 마음으로 의정활동에 임하며, 시민과 함께 가장 가까운 곳에서 대화하고 고민하는 현장 중심의 의정활동을 펼치겠다“는 그의 신념이 만들어낸 결과이기도 하다. 당시 오세훈 전 서울시장과 무상급식 문제로 대립하고 있던 시절, 김 의원은 서민생활 안정과 지역경제 활성화, 소상공인 지원, 교육환경 개선 등을 위한 시책 추진에 여념이 없다.

사회문화발전에도 관심이 많은 김 의원은 최근, 한국연예정보신문사가 주최하는 대한민국문화연예대상 시상식에서 ‘사회문화상’을 수상하기도 했다. 한국문화 예술의 질적 향상과 국내 문화콘텐츠의 진흥발전을 위해 제정된 상이기에 더욱 영광스럽다는 김동승 의원. 그는 서울시민들을 위한 문화예술분야에 더욱 많은 관심이 필요하다며, 이를 의정활동에 적극 반영하겠다고 약속하기도 했다.

Discussing the Laxity in the Seoul City's Management &Local Education Gap Settlement

Kim had a master's degree in Urban Management and Policy from Graduate School of Policy Studies, Korea University with a dissertation ‘Problems and Improvement of Management of Human Resources in Local Council Agencies’. He said, “I‘m so happy to accomplish my dream of studying late. I’ll try to have proper knowledge and contribute to our community.” It’s not only the simple ardor for study but it’ can be helpful for council activities.

He won the prize in the City Councilor of ‘2011 Korea Customer Service Grand Prize’ by Hankook Daily. He discussed the laxity in the Seoul City's fiscal management and dept problems with his practical skills through field experience and learning, on the other hand, he improved poor educational conditions by the budget increase for local education gap settlement between Gangnam and Gangbuk areas to 35 billion won.

“Personal greed should not come into play when I work for the community and the public interest as a city councilor. I’ll try to engage in field-centered activities talking to citizens and finding solutions with them.”

Opposing former mayor of the city, Se-hoon Oh on ‘free school meal’ issue, Kim was occupied with pushing forward with the plans for securing the lives of the people, reinvigorating the local economy, supporting small business development, and improvement of educational environment.

Recently he received the prize in the social and cultural sector of ‘Korea Culture &Entertainment Award’ hosted by Korea Entertainment Newspaper. “It is an honor for me to receive the prize which is set up for improve the quality of Korean culture and develop domestic cultural contents,” Kim briefly stated his feelings about having won the award. He said we need to show more concern in culture and art parts for Seoul citizens and promised he will actively accept this opinion to work in city council.

지역정치가 80%이상 중요, 의정활동에 소신 발언

제9대 중랑구의회 의장을 지내기도 했던 김동승 의원은 평소, 소신 있는 발언을 하기로도 유명하다. 4대강 사업과 관련 무리한 토건사업부분이나 한강 르네상스 개발의 경제적, 환경적 부담에 대해 자신의 주장을 피력하며 이를 관철시키고자 노력해왔다. 또한 무상급식에 대해서도 보편적 복지차원에서 접근 “당시, 4대강 사업에 드는 비용은 수조원에 육박하는데 민주당이 주장한 매년 무상급식비용 695억원에 대해 ‘포퓰리즘’이라고 주장하며, 무상급식 반대 주민투표를 감행하려는 것은 이해 할 수 없는 일”이라고 회상했다.

또한, 구 의원부터 시의원 등 지역 내 다양한 행정 경험을 바탕으로 지역 내 핫이슈라고 할 수 있는 중화동에 추진된 무리한 뉴타운과 관련해서도 “무리한 추진은 원주민들의 재 입주율 30%라는 문제점을 안고 있었으며, 사업상 가능한 지역은 조속히 처리하면 되지만 그렇치 못한 지역은 구민들의 생활안정화와 삶의 질을 높이는 방안이 필요했다”며, 지역민들의 불편사항이 우선시 되어야 한다는 주장을 밝혔다.

이는 시의원으로써, 지역민들의 민생정치가 중앙정치보다 80%이상 중요하다는 그의 소신을 알 수 있는 의정활동으로 지역경제 발전과 활성화가 무엇보다 중요하다는 설명이다. 아울러 현재 지역의 큰 현안으로 교육의 질적 향상을 위한 지속적 사업추진이 필요하며, 2013년도에는 지역 민원사항인 동부간선도로의 지하화 문제를 적극적으로 풀어보겠다 다짐했다. 1조6천억에 이르는 거대사업으로, 장마 때의 침수 부분과 주변의 소음분진, 임시대로 설치 등 빠르게 진행될 수 있도록 민투사업과 국고지원을 받을 예정이라는 것이다.

산악회활동 등 많이 움직이는 것으로 건강을 챙긴다는 김동승 의원은 존경하는 인물로 전 박정희 대통령과 김대중 대통령을 꼽았다. 이는 당적을 떠나서 그분들의 업적을 먼저 생각하는 입장에서 한국경제 발전과 민주화에 공헌한 전직 두 대통령을 존경한다는 것이다. 또한, 중랑구에 50년 동안 거주해왔기에 할일이 많다고 밝힌다. 처음 육사를 지원하기 위해 이 지역에 정착했지만, 현재는 태릉 지하철역과 신내동 기차역을 구리쪽으로 이전하는 문제와 신내동 보금자리주택단지 건설계획 등 재원이 마련되면, 중장기 복지사업을 지속적으로 펼칠 예정이라 밝혔다.

“Newtown Projects in Jungwha-Dong pushed unreasonably has problems of 30% of re-residential rate. To secure the residents’ lives and improve quality of their lives, we needed certain measures. It’s not the case of business area,” said Kim. He thinks Residents should certainly take precedence over all other business. It shows his faith that the local politic activities on livelihood of the public are 80% more important than central politics. He’s also determined to solve the problem of converting Dongbu Expressway to underground roads in 2013. It’s a big business costing as much as 1.6 trillion won. Government and private will sponsor the business to add wings to finish preventives of flooding, noise, dust and build temporarily road.

Kim maintains his health by moving his body actively like in a mountaineering club. He picked former presidents Park jung-hee and Kim Dae-jung as the most respected persons. Apart from the party, he respects 2 former presidents for their efforts to contribute to Korean economic development and bring about democracy. He has lived in Jungrang-Gu so he has a lot to do in the region. He plans midlong-term welfare works when he frees up more resources for the relocation of Taeneung subway station and Shinnae-Dong train station to Guri City and the construction of apartment housing in Shinnae-Dong.
