‘정의와 봉사로 사회에 이바지 하고 인내와 성실로 항상 웃음이 끊이지 않은 가정을 이루자’라는 가훈을 실천하고 있는 서재필 목사는 청소년 폭력과 범죄 문제를 복음을 중심으로 한 선교활동으로 청소년 선도에 매진해온 인물이다. 40여년간 수많은 우범지대와 탈선현장 속에서 불우청소년들을 만나고, 수천 명의 청소년을 올바른 길로 인도해온 그를 치안본부 이종국 전 본부장과 이옥자 전 소년 계장은 서목사의 이러한 상록수와 같은 삶에 대해 감동을 받아 우리사회의 자랑으로 여기는 인물로 소개하고 있다.

그는 84년 서울시 정의로운 시민상 사회정화위원장 공로 표창과 91년 대통령 표창 수상 등을 받기도 했다. 96년 동서남북 교회를 세우고 목회활동을 펼친 서 목사는 ‘가정회복을 통한 성공적인 청소년목회에 관한 연구’ 로 박사학위를 받고 청소년 문제 해결을 위해 사회의 무너진 가정 회복이 우선이라는 신념으로 2012년 11월 세계청소년복음화운동본부를 설립, 정계와 교육계 법조계, 종교계를 아우르는 범국민적 활동을 전개하고 있다.

구두닦이, 우산장수에서 청소년선도회 만들기까지

“저 역시 불우한 청소년 시기를 보냈기에 청소년 선도의 가치를 잘 알고 있죠. 학교폭력 예방을 위해 하나님의 복음 전파와 예수 그리스도의 제자 양성 사역을 감당하며 청소년 선교에 힘을 쏟겠습니다.” 서 목사는 지난 74년부터 종로,청계천에서 세운 청소년 선도회를 조직하여 활동을 하였고 은평구로 이주후 동서남북선린회를 설립하여 청소년 선도 활동을 펼쳐왔다. 연세대연합신학대학원 상담 전문 과정을 졸업한 그는 지난해 설립한 세계청소년복음화운동본부를 통하여 신앙을 토대로 한 청소년 사역에 중점을 두고 있다.

1949년생인 서 목사는 전북 완주에서 5남 1녀 중 막내로 출생, 홀어머니 밑에서 어렵게 성장했다. 초등학교를 졸업한 뒤 학비가 없어 집을 나와 무작정 상경, 구두닦이와 우산장수, 건어물행상 등을 하며 어머니를 모셨다. 서 목사는 69년 옥수친목회를 결성하고 청소년 선도 활동에 뛰어들었다. 당시 340만원의 거금을 들여 73년 세운청소년선도회를 조직해 종로와 청계천, 을지로 일대에서 음란비디오와 음란서적 및 도박(야바위)추방운동 등 청소년 선도활동을 본격적으로 펼쳤다. 청계천 일대의 불량배를 선도하기 위해 수많은 테러를 당하기도 한 그는 자신의 신념을 굽히지 않았다.

자신이 운영하던 체육관을 불우청소년, 지체장애자,노인과 군인, 경찰 등에게 무료로 개방하고 건강지도를 하기도 했다. 당시 돈으로 청계천 아마존 윤형주로부터 30만원에 구두닦이 터를 인수받아 깡패나 전과자에게 2인 1조로 무료로 빌려주고 그들의 재활을 돕던 서 목사는 “깡패 두목, 건달 오야지”라는 주변의 비아냥거림에도 아랑곳없이 선도 사업을 지속적으로 추진했다.

70~80년대에 서 목사를 만난 오평호 연세대 교수는 서 목사를 두고 “청계천 일대에 음란물이 범람하던 시기에 온갖 어려움과 모험 속에서 용기를 잃지 않았다”고 말했다. 77년 결혼 후 서울에서 월세살이를 하며 연탄가스중독으로 두 딸을 잃는 슬픔을 겪기도 했던 서 목사는 87년 패혈증으로 사경을 헤매던 중 하나님을 만나게 된다. 당시 같은 병실에 입원해 있던 한 신도의 도움으로 심재식 목사에게 안수기도를 받고 병이 나은 것. 그는 “하나님의 도구로 살겠다고 결심하자 36,500을 웃돌던 백혈구 수치가 다음날 정상으로 돌아오는 기적이 일어났다”며 “ 공부를 하여 목회자가 되기로 결심했다”고 말했다.

청소년 선도 사업에 목회를 접목시키다

서 목사는 목회자가 된 이후 청소년을 바꾸는 힘이 오직 예수 그리스도의 사랑이라는 사실을 깨달았다. 이후 목회를 접목한 청소년 선도 사업을 전개하며, 현재 자신이 담임목사로 있는 동서남북교회에서 청소년 관련 사업을 추진 중이다. 청소년 사역과 가정 사역을 감당하고 있는 그는 지난해 세계청소년복음화운동본부의 실무자인 본부장으로서 청소년 선도를 통해 하나님의 복음을 전파하는 일에도 앞장서고 있다.

지역 아동이라면 누구나 이용할 수 있는 미니도서관을 운영하고 있으며 2011년 강원도 영월에 기도원 및 청소년 수련원 건립을 추진하는 등 40여 년 동안의 경험을 토대로 폭넓은 청소년 선도 사업을 벌이고 있다. 민주당 이미경 국회의원은 서 목사를 “청소년 선도에 남다른 지식과 지혜로 목회 활동과 훌륭한 일을 하고 있는 분”이라고 말하며 “최근 영월에 5만 평 부지를 매입하고 청소년 관련 사업을 계획하고 있다고 해서 기대감을 갖고 응원하고 있다”고 말했다.

(사)한국기독교부흥협의회 대표회장인 정도출 목사는 “서 목사는 영적으로 뛰어나고 성실하며 정의감이 특별한 사람”이라며 “불량청소년을 선도하고 사회정화를 위해 자녀를 잃으면서까지 최선을 다하는 그 헌신적인 노력에 존경을 표한다”고 그를 칭찬했다. 서 목사는 아내의 기도와 조언이 없었다면 청소년 문제의 해답이 가정에서 나온다는 것도 알지 못했을것이며, 또한 두자녀 서세정.서유민은 믿음으로 잘 성장하여 아버지의 좋은 동역자가 되었다.

서 목사는 앞으로 세계청소년복음화운동본부를 통해 청소년 선도 사업을 일생의 과업으로 여기며 일하겠다는 포부를 갖고 있다. 그는 삶의 길을 찾지 못하고 헤매는 청소년들에게 용기를 주는 일은 대한민국의 미래를 위해 누군가 꼭 해야 할 일이라고 믿는다. “예수 그리스도의 사랑 아래 청소년들이 꿈과 희망을 가질 수 있도록 어른들이 발판을 마련해야 합니다. 앞으로 추진력과 리더십으로 세계청소년복음화운동본부를 통해 학교 폭력 예방과 청소년 문제에 대한 새로운 대안을 제시할 것입니다.”

“Role of light and salt for the society through juvenile guidance activity based on the gospel”

Rev. Seo Jae-pil, with the family motto “Justice and community service to society; perseverance, sincerity and hearty laugh to home,’ is the person who has been devoted to juvenile guidance through gospel at the center of juvenile violence and crime. For over 40 years, he met disadvantaged youth at numerous crime-prone areas and aberrant scenes to guide thousands of them to the right path, which was cited by Lee Jong-guk, ex-director general of the National Police and Lee Ok-ja, ex-juvenile section head. The pastor received a citation from Seoul city social cleanup committee head for righteous citizen in 1984 and from the President in 1991. He set up Dongseonambuk Church in 1996 and received a doctor’s degree with his dissertation “A study for successful juvenile pastorate through recovery of crumbling homes.’’ Believing that juvenile problems can’t be relieved without recovery of the crumbling homes, Rev. Seo set up the World Juvenile Evangelization Headquarters in November 2012 working out a pan-national way encompassing the circles of politics, education, law and religion.

From shoeshine boy and umbrella seller to an organizer of juvenile guidance meeting

“I know the value of juvenile guidance because I also had an unfortunate adolescence myself. I am a priest who propagates the gospel and cultivates Christ’s disciples but I don’t forget my mission duty about juveniles that could prevent school violence.” Since 1974 Rev. Seo acted based on Youth Guidance Group he established in Jongno and Cheonggyechon, and after moving to Eunpyeong–gu, he set up Dongseonambuk Good-neighbor Meeting for the same work. Completing the counseling course at Yonsei Univ. United Graduate School of Theology, he is now laying emphasis on missionary work for youth through the World Juvenile Evangelization Headquarters he established last year.

Born in 1949 in Wanju, Jeonbuk, as the youngest of 6 siblings, Rev. Seo grew up in needy circumstances under a single mother. After graduating from elementary school, he left home for Seoul without any definite plan, being unable to afford school-related expenses. Then, he was able to support his mother by doing as a shoeshine boy, umbrella seller, dried-fish peddler, etc. In 1969, he formed Oksoo get-together and entered into the activity of guiding adolescents. He organized Youth Guidance Meeting in 1973 with 3.4 million won, a large sum of money then, and started his guidance of youths earnestly in Jongro, Cheonggyechon and Euljiro areas, including the campaign on banishing pornographic videos and books and gambling (trickery). Despite numerous terrors he suffered in the course of guiding gangs of hooligans, he didn’t give up on his conviction. He opened up his managed gym to disadvantaged adolescents, old people, soldiers, police officers, etc. for free and offered health counseling. He took over a shoeblack site for 300,000 won from Yoon Hyeong-joo at Cheonggyechon Amazon and lent it for free to gangsters or ex-convicts in the unit of two for their rehabilitation. He was scorned by neighboring people as “gang leader, or scamps’ sponsor” but he kept on with his guidance role unconcernedly.

Prof. Oh Pyeong-ho, Yonsei University, who met Rev. Seo in the 1970’s and 80’s, referred to him, “In the period of rampant pornographic trash in the area of Cheonggyechon, he didn’t lose courage in the face of all difficulties and ventures.” Rev. Seo, who after marriage in 1977 had suffered the loss of his two daughters for briquette gas poisoning during his monthly rent living in Seoul, came to see the God while he was hovering between life and death in 1987 by reason of blood poisoning. With the help of a believer who was also hospitalized in the same sickroom, he received a prayer by laying hands on from Rev. Shim Jae-shik and then recovered from illness. He explained, “When I set my heart on leading my life as a tool for the God, miracle happened the next day by the white corpuscle figure over 36,500 coming back to normalcy. So I decided to become a priest by doing needed study.”

Guiding adolescents combined with pastoral duties

After he became a priest, Rev. Seo realized that the power of changing adolescents only comes from Jesus Christ’s love. Then, in his efforts for the project of youth guidance combined with pastorate, he is currently driving forward adolescents-related project at Dongseonambuk Church under his pastoral charge. With his positive role in pastorate for adolescents and families, he undertook the executive as head of the World Juvenile Evangelization Headquarters last year acting as the spearhead of spreading the good news from God through guidance of adolescents. While managing a mini library opening to every child in the district, he has been driving forward building a prayer house and youth training center in Yeongweol, Gangwon-do, since 2011 as well as performing a broad activity for guiding adolescents based on his 40 years’ experience. Lawmaker Lee Mi-gyeong in Democratic Party said, “Rev. Seo is a priest who also produces good results in Juvenile guidance with distinguished knowledge and wisdom. Lately, I heard he bought a site of 50,000 Pyeong in Yeongweol for his project related to adolescents and I am standing for him with expectations.” Rev. Jung Do-chool, president of Korea Christian Revival Conference, said, “Rev. Seo has excellent spirituality, sincerity and distinguished sense of justice. I take off my hat before his devoted endeavor of giving his best for guiding juvenile delinquents and social cleanup even in suffering the loss of his own children.” Rev. Seo says he couldn’t have realized that the key to juvenile problems lies in the home without his wife’s prayer and advice. His live children Seo Se-jeong and Seo Yoo-min grew up nicely in faith until they became a good partner for their father.

Rev. Seo aspires to be engaged in youth guidance projects for life through the World Juvenile Evangelization Headquarters. He believes that someone has to cheer up the juveniles wandering after failing to find the path in life for the future of Korea. “We adults should prepare the foothold for adolescents so that they may have dream and hope under the love by Jesus Christ. With driving force and leadership, I hope to propose a new alternative for prevention of school violence and juvenile delinquency through the World Juvenile Evangelization Headquarters in the future.”
