하천복원 통해 생태환경 보호 및 일자리 창출 효과

우리나라는 3면이 바다로 풍부한 천연 수자원을 보유하고 있음에도 아직까지 해안자원 개발에 대한 논의가 부진하다. 하지만 박근혜 대통령이 후보 시절 공약을 통해 한국의 해양개발에 대해 언급한 적이 있을 만큼 이 분야의 가능성은 열려있다.

우리나라는 현재 산업화와 공업화를 통해 경제 발전을 이뤘지만 농업과 어업이 퇴보하는 현실 속에서 식량전운마저 감돌고 있다. 이런 가운데 심각한 해안천과 하천 오염 문제도 대두됐다. 국내 퇴변 오염도는 국토 전체 면적의 10분의 1수준에 달한다. 김흥영 회장은 “전국 하천에 하천 지킴이를 포진시켜 해안천 청소를 하는 것은 미래의 먹을거리와 관련된 중요한 문제”라며 “생태환경을 보호하고 일자리 창출 효과를 거둘 수 있어 향후 박근혜 정부에서 실천 의지를 갖고 추진해주길 바란다”고 강조했다.

2005년 10월 출범한 한반도하천복원실천운동본부는 순수 민간단체로써 전국 시도 등에 본부와 지부를 두고 4대강 수질 오염 탐사 및 하안천 청소 등 회원들의 자발적인 참여로 환경운동을 벌이고 있다. 현재 회원은 약 2만 여명으로 각 지방의 환경지킴이들이 정회원으로 가입할 경우 올해 연말까지 약 7만 여명으로 수가 늘어날 전망이다.

김 회장은 “우리는 정치색을 띠지 않은 순수한 환경단체로 국내 해안천과 하천 오염을 제거하기 위해 나선 봉사자들”이라며 “4대강 사업이 환경오염을 일으킬 것이란 당초 예상과 달리 하천 복원에 긍정적 영향을 준다는 점에서 박근혜 대통령의 환경 정책을 지지하기로 했다”고 말했다.

Ecological environment protection & job creation through river restoration

Although Korea has abundant natural water resources surrounded by sea, there has been a lack of discussion on taking advantage of marine resources. However, when the president Park was a candidate, it was one of her pledges.

“By removing pollutants in the ocean, it could recover the ecology in water as well as create more jobs.” Kim Heung-young, a president of Korea River Restoration Campaign Center said.

Regardless of remarkable economic development achieved through industrialization, agricultural and fishing industry have regressed ever since. In this circumstance, serious problems in ocean and river have been arising. As of now, the pollution degree of soil in the ocean accounts for one tenth of the nation’s total land.

“Cleaning the ocean is directly linked to the future’s foodstuff. It could also contribute to protecting ecological environment as well as creating more jobs. So, I hope Park’s administration to pay more attention to this issue and push forward to making the related policies.” he added.

Founded in Oct 2005, Korea River Restoration Campaign Center is a private organization. Having a headquarters and branches across the nation, its 20,000 members have involved in voluntary campaign and movement to protect ocean and river. The member is expected to increase to 70,000 by the end of this year.

“We are a genuine environment organization regardless of political ideology. Unlike the initial expectation that 4-river Restoration Project would inflict environment pollution, it was revealed to make a positive impact on river restoration. In this sense, we decided to support president Park’s environment policies.” Kim said.

회원 5천여 명과 새누리당 입당, 박근혜 대통령 지지 선언

김 회장은 얼마 전 회원들과 함께 박근혜 대통령 지지선언과 더불어 회원 5천여 명을 이끌고 새누리당에 입당했다. 한반도하천복원실천운동본부의 새누리당 입당은 새누리당 중앙선대위 조직총괄 인재영입본부가 주도적으로 추진해 이뤄졌다. 지지선언을 마친 김 회장과 임원들은 이재영, 민병주 인재영입 공동 본부장에게 지지성명서 및 5천여 명 회원서명이 담긴 명단과 입당원서를 제출했다.

“야권 성향인 환경단체가 박 대통령을 지지한다는 게 일각에서는 낯설게 보이겠지만 환경단체는 정치색을 떠나 구체적인 정책 활동을 보고지지 여부를 결정합니다. 박근혜 대통령이 여성대통령으로써 앞으로 국정운영과 환경문제에 관심을 가져줄 것이라고 믿고 있어요. 저 개인의 결정이 아닌 중앙 간부들이 동참해 지지를 선언하게 됐습니다.”

한반도하천복원실천운동본부는 현재 사단법인 단체 인증을 받기 위해 노력하고 있다. 단체이름도 한국환경운동협의회라는 명칭으로 바꿔 활동할 예정이다. 김 회장은 단순히 훼손된 하천 복원뿐 아니라 어류산업을 개발해 식량산업발전에 이바지하는 일에도 관심이 많다. 현재 농업과 어업의 퇴보 속에서 식량산업발전에 기여하기 위해 원양에서 잡는 어업이 아닌, 육지에서 기르는 ‘축제식 양식’을 개발해 사료를 공급하지 않고도 어류를 키울 수 있는 방법을 고안해냈다.

“우리나라는 3면이 바다임에도 천연자원을 충분히 활용하지 못했어요. 육식 위주의 식습관도 바뀌어야 합니다. 이미 서구에서는 식습관이 육류에서 어류로 변화하고 있어요. 앞으로 선진화된 양식방법으로 양식시설을 개발해 단체 사업을 추진 할 예정입니다.”

5,000 members joined Saenuri Party, endorsing president Park

Endorsing president Park, Kim and 5,000 members have joined Saenuri Party. He and executive members submitted a statement to the party.

“Some might feel odd that an environment organization usually found to be opposition party-oriented decided to endorse president Park. However, we decide whether to support depending not on a political ideology the party has but a concrete pledge on environment. In this regard, I believe she would pay attention to environment issue in conducting national affairs as a female president. It was not my personal decision but other executives’ opinions.

The organization is trying to be certified as a corporation. It is also planning to change the name of the organization. Not just restoring polluted rivers, Kim has a keen interest in contributing to food industry by developing fishing industry. He devised a way to raise fish regardless of feedstuff.

“Surrounded by ocean, Korea has not fully taken advantage of natural resources in water. We need to change our eating habits which is so concentrated on meat. People in the West have already changed their eating habits from meat to fish. I’m planning to develop aquaculture facilities in more advanced way and push ahead with the business.

국토 자원화 통해 먹을거리 창조와 일자리 창출 힘써야

현재 국내에 이러한 축제식 양식장이 가능한 곳이 약 400여 곳에 이른다. 귀농업인들이 체계적인 사업을 할 수 있도록 정부 승인이 난 곳이 5군데다. 김 회장은 “1차 사업으로 국내 20곳 정도가 완성되면 외국에 진출해도 좋을 것”이라고 강조했다.

“식량 문제는 인간의 지혜로 해결할 수가 없습니다. 자연의 힘이 반드시 필요해요. 국토 면적의 4.5배에 달하는 바다는 우리의 노력으로 활용할 가치가 있습니다. 우리 국토를 효율적으로 이용하고 자원화하기 위해서는 정책으로 시급한 먹을거리 창조와 일자리 창출에 힘써야 합니다.”

섬 주변 포락지와 유수지에 양식장을 만들어 고기를 기르고, 어민들의 소득을 증대하면서 일자리 창출과 수출까지 두 마리 토끼를 잡는다는 것이 그의 생각이다. 식량 확보 차원에서 해양개발 관련된 새로운 기술을 도입하고 미래지향성을 지속적으로 유지해야 한다는 것이다.

건설업체인 제일테크 회장을 맡고 있기도 한 김 회장은 얼마 전 공사 3만 평부지 규모로 약 250억~300억 규모의 기준공사를 따내기도 했다. 현재 하청을 통한 컨소시엄을 구성해 3~4개 업체가 공동으로 공사를 진행 중이다.

그는 “13년 동안 특허권을 연구한 입장에서 국내 해안 58부를 방문해 김창운 소장을 영입했다”며 “해안 개발 공사는 개인 사업에 국한되지 않고 국가의 유익을 위한 것이기도 하다”고 강조했다.

With land resources, attempt to increase foodstuff and job creation

Currently, there are about 400 places that cultivating fishery is available. There are 5 which were allowed to do a business by government. After 20 places are added, it would be available to enter the overseas market.

“We cannot solve the shortage of food with our own wisdom. We need a help from nature. The ocean, which takes up 4.5 times of the total land is worth being taken advantage of. In order to efficiently use our land and make them our resources, we have to make more efforts on creating foodstuff and jobs.” Kim said.

He devised an idea of raising fish by building farm in running pond and retracted land. With this, it could contribute to increasing fishermen’s income, creating more jobs and vitalizing exports. To secure food, we need to adopt a new technology related to ocean development. He has recently won the bid for a construction in 30,000 py land with 25~30 billion Won invested. Through consortium, the construction is on its way by 3~4 consortium enterprises.

“Ocean development construction is not just limited to individual business but to create national profit.” he said.

김창운 소장, 귀농귀촌 없이 양식하는 ‘자연순환식 양식’ 개발

김창운 소장은 현재 한반도해안천개발연구소(www.kpcdi.com)를 운영하고 있기도 하다. 육지에서 기르는 축제식 양식을 현대화하고 선진화된 양식방법인 ‘자연순환식 양식시설’도 그의 손으로 개발한 것이다.

“자연순환식 양식은 귀농귀촌을 하는 번거로움이 없이 도시에서 새로운 문화를 누리면서 어업인이 될 수 있는 장점이 있어요. 은퇴한 이후에도 안전한 생활을 할 수 있고 연령에 구애받지 않기 때문에 떠오르는 직업으로 각광받을 겁니다.”

자연순환식 양식시설은 해수 간만의 차이 0.5~1m의 동해안 육상 축제식 양식장으로써 국내특허 3종, 국제특허인 PCT를 출원하는 등 신기술로 주목받고 있다. 김 소장은 “정부가 97년부터 가두리양식장의 오염으로 신규 어업면허와 면허기간 연장을 폐지했다”며 “해상가두리 양식장도 해양오염으로 2010년부터 신규어업면허가 어렵게 돼 양식 어업 개발의 길이 막혔다”고 지적했다.

이에 한반도해안천개발연구소에서는 특허 받은 새로운 양식어업인 자연순환식 양식시설이 법령으로 규제가 심한 것을 두고, 정부에 육상해수축제양식장을 정식으로 건의하는 활동을 벌이고 있다. 축제식해수양식장은 국토 면적을 최대한 활용할 수 있다. 지상 면적은 그대로 둔 채 지하 면적만 활용할 경우 국토 면적의 11배를 활용할 수 있는 이점이 있다. 지상면적 1평을 기준으로 했을 때, 지하 20m를 굴착할 경우 지상면적 1평이 약 20평의 효과가 있는 것으로 드러났다.

저수조 오염물 제거해 건강한 물고기 생산

“바닷물은 변함이 없기 때문에 사람이 관리만 잘해도 순응하게 돼 있습니다. 해상축제식양식장은 굴착한 토사로 방파제를 쌓을 경우 태풍과 해일과 같은 재해를 자연스럽게 방지할 수 있고 방파제 주변이 해안으로 형성되는 성과도 거두게 됩니다. 저수조에서 오염물을 제거해 양식장에 깨끗한 물이 유입됨으로써 건강한 물고기를 생산할 수 있게 되죠.”

해수의 자연순환 방법은 만조시간대에 물을 저수조에 담수해 간조시간대에 양식장 물을 배출함으로써 저수조 물이 수평적으로 교체돼 오래된 물은 배출되고 새로운 물이 채워지는 방식이다. 수온조절도 가능하다. 지역에 따라 차이가 있지만 지하 온도는 10m 이하 항상 같은 온도를 유지함으로써 물고기 성장속도가 더 빨라지는 효과를 거둘 수 있다. 양식장 내부도 자연스럽게 설계돼 산란이 쉬워지고 큰 바다에서 자라는 고기보다 쾌적하고 건강하게 자란다.

김 소장은 “지구 표면은 태양열에 의해 조절됨으로써 표면의 기온차이는 변화가 심해도 지하는 지역에 따라 차이가 있지만 지하 10m는 아래는 평균기온이 15도 이상을 유지함으로써 계절과 관계없이 온도를 조절할 수 있다”고 설명했다.

자연순환식 양식은 그동안 Q마크 혁신최우수브랜드대상(2012년 4월), 엑스포 귀농귀촌박람회(2012년 8월) 등을 통해 구체적인 사업 설명회를 진행한 바 있다. 현재는 제주도와 영종도, 영흥도, 주문진 등에 육상축제식양식장을 위한 사전심의를 요청한 상태로 국내에서 더욱 주목받는 양식기법으로 떠오를 전망이다.

“역사는 그동안 국토를 확장하기 위해 전쟁했지만 이제는 전쟁이나 외교 분쟁 없이 땅과 바다를 유수지를 사용해 경제와 먹을거리와 일자리를 창조하는 게 우리 과제입니다. 바다를 정복하는 자가 세계를 정복하기 때문에 전 세계적으로 이 계획은 이뤄지게 돼 있어요. 지구의 78%를 차지하는 바다를 활용할 줄 아는 지혜가 세상을 바꾸게 될 것입니다.”

Produce clean fish by removing pollutants in water tank

“Since sea water remains its original state, it causes no problem if human takes a good care of it. Recycling aquaculture could prevent natural disasters like typhoon or tsunami when sea wall is formed through digged soil. By removing pollutants in water tank, it could produce clean fish from flown clean water.” he said.

The recycling of sea water is to discharge stagnant water and to replace it with clean water by desalinating water into the tank during high tide. It can control water temperature. Although it is different depending on the area, it has an effect of speeding up the growth of fish in a constant underground temperature. The inside of the farm makes it easy to spawn and live in more clean environment.

“The average temperature of below the underground 10m is maintained over 15 degree Celsius, which allows it to control temperature regardless of season.” Kim explained.

The organization hold a business information session for investors, It also requested a deliberation for recycling aquaculture in Jeju Island, Youngjongdo, Yoeongheongdo and Jumunjin.

“History has fought for land expansion. However, it is our task to create more jobs and foodstuff without staging a war or a diplomatic dispute by taking advantage of ocean. This plan should be realized. The idea of utilizing ocean, which takes up 78% of the earth would change the world.” he ended.
