Ministry of Science, ICT and Future Planning held the Science, ICT and Future Planning International Conference with a theme ‘RISE (Research, Innovation, Start-up, and Employment)’ at a grand ballroom, COEX for two days, lately. Ministry of Science, ICT and Future Planning tried to share ideas, visions and seek for realizing strategy by an agenda of Convergence between science technology and information communication media, start-up business and expanding employment with national/international governments and private experts.

The conference was composed of ‘ResearchⅠ&Ⅱ’, ‘Innovation Ⅰ&Ⅱ’, ‘Start-up’ and ‘Employment’ sessions and 30 national/international experts joined each session and then discussed on problems and projects. In more details, during the ‘ResearchⅠ&Ⅱ’ session, they discussed on the solution the gap between commercialization and importance of basic research at the creative economy.
They talked about it needs to have a long term vision, government supporting, expanding more women workers participation, and international association in basic researchon emphasis in order to switch the level from chasing form to leading form. Also, they pointed out the 85% of basic research buried awaynot using them in reality, so it was emphasized to need more additional research and some actions to decrease the gap.
They ended up with a result that there is a wall between Association with industrial departments and research sectorial personnel/professional area and then, claimed it is important to do the consilience study with getting over each other’s area and it needs a role of convergence laboratory.
During the ‘Innovation Ⅰ&Ⅱ’ session, all the attendants discussed on creating some models associated with the convergence of ICT and science technology and the advent of smart era. They emphasized of a business model to make a market that providers lead to supply something that consumers cannot think of and a role of government about technology standards of many types of smart devices for building up the business environment and security issues. Besides, it was suggested to change the value of business model in attitude as a major agenda, which is a way of thinking like "diligently" means "creation", "expenses" means "value" and "failure" doesn’t means falling but "asset" now. Also, as the most useful and prospective field to connect to ICT, U-Health field was suggested and as the first-priority agenda for creating business models, the role of government about private information and security was underlined.
During the ‘Start-up’ and ‘Employment’ session, they brought out the problem that the government and the industry field did try but the status of venture industry has not developed satisfyingly, however, they also emphasized there is still opportunity for the venture body to be lit up again as a hope and the policy for them should be changed.
They suggested another major agenda that the government would have to let talented employees into the venture business area and check up their regulations about the start-up system. For that, it was emphasized that the loan supporting has to change to investment supporting, administrative incubator to marketing supporting, education system change to encourage to challenge and open the business and set up the minimum social security system for founders.
In addition, they suggested the importance of building up the culture of being able to admit a failure of the business, the overhaul of the tax system for making the profit and a change of people perception about M&A.
At the final discussion to close the conference, the 2nd vice minister of Science, ICT and Future Planning, Yoon Jong-Rok participated in and manage that with other chiefs. He said that it would be considered for supporting start-up business with insisting on that the ability of developing Soft Ware is the key point for economy growth as the 21st century is time for Soft Ware.
Also, 2nd vice minister Yoon talked about a case that Obama’s American government succeeded in reducing the unemployment rate up to 2% within 2 years via ‘Start-up America’ program when it was serious due to financial crisis back then. Subsequently, he explained Korea could make ‘Start-up Korea’ like America if the effective supporting from the government and the public would work together.
Ministry of Science, ICT and Future Planning addressed all the results they discussed at the conference for 2 days would be updated on their website(futureconference.or.kr) and creative economy total portal website (creativekorea.or.kr) so that everyone can see it and major agenda suggestion would be reflected on their policy making for realizing creative economy set-up afterwards.
