Moving into a new town in Misari, Kaya Park is rising up
There is ‘Kaya Park’ where is close to café town in Misari, Hanam city, Gyeonggi-do. Once apartment residence of 56 thousands was built up and it is rising as a new town of 200 thousand of population. President of Lee Ok-Jin is who kept the park through a fighting with local government and the major government. He emphasized that ‘Kaya Park’ will be a local landmark when the subway opens in 2015 and Hanam complex town would be built up.

10 spots of food town Complex, rising up as a landmark of Misari
President Lee Ok-Jin who built up ‘Kaya Park’ in Misari has many ‘the First’ as a description. Hanam City reported him to the court 12 times, but the court was on his side each time. He got famous since he put signage in Olympic highway for 14 years from 1994 to 2009. In 1988, he bought some barren land in Hangang to build up park houses in a city. However, it was a greenbelt area in 1992 by the government appointed illegally. Since then, he had to fight with the government for 3 years and finally he won. In 1993, he changed the form and qualityand built up a house and ‘Kaya Park’ in 1995. From then, it has been improved and now has a food town composed of 10 sectors, which became a landmark of Misari now. President Lee didn’t stop his challenge here. In 1999, he was handed over a personal train that was used by the former president Park Jung-Hee through KNR (Korean National Railroad) and started the train. Later, he transformed it to a Thomas Train café and made it a space for children. "I had to fight with Hanam City and the government to keep ‘Kaya Park’in the court and accused of them 10 times. Finally, I kept it but it wasn’t easy to go through that for 10 years but I cheered up myself like a mind to keep a mountainfrom all the disasters. Now, I am more famous for the most expensive property tax to the country in Misari as an earnest tax payer." The reason why today’s Misari could exist is because of his passion and challenge. The park facing Misari Boat Race Course meets many families and couples every weekend. Like his wish that he wanted to make a place for people who want to relax and meet the nature from the hectic life, ‘Kaya Park’ became that place for the joy and romance, where is close to the city.

10개동 복합 푸드타운 조성, 미사리 명소로 떠올라
미사리 가야공원을 조성한 이옥진 회장 앞에는 ‘최초’라는 수식어가 많다. 하남시가 12번 고발 법원은 12번 이옥진 회장에 손을 들어주었다. 지난 94년부터 2009년까지 14년 간 올림픽도로에 간판을 세워 유명해진 그는 88년 도시 속 공원 주택을 만들기 위해 척박한 한강 모래밭 하천 부지를 구입했다. 그린벨트였던 이 부지를 92년 정부에서 불법으로 지정하면서 이 회장은 3년 동안 국가와 지난한 법정 투쟁을 벌여야만 했다.
대법원 판결로 한강하천구역 그린벨트 해제를 이끌어낸 그는 93년 형질변경을 통해 주거지를 만들었고, 95년 가야공원을 신축하기에 이르렀다. 이후 5년 간 10개동 규모의 복합 푸드타운을 조성한 지금 가야공원은 명실공이 미사리의 명소가 되었다.
이 회장의 도전은 여기서 끝나지 않았다. 99년 철도청을 통해 박정희 전 대통령 전용열차를 불하받아 농장에서 운행하기 시작했다. 이후 열차카페인 ‘토마스 기차카페’로 개조한 뒤 어린이들을 위한 공간으로 새롭게 꾸몄다.
“하남시와 국가를 상대로 행정소송을 10여 차례 한 끝에 법원에서 승소 판결을 받아내고 가야공원을 지켰습니다. 지난하고 모진 세월이었지만 거친 폭풍 속에서 산을 지키는 심정으로 10년을 싸웠어요. 지금은 제가 미사리에서 재산세를 가장 많이 내는 성실 납세자로 더 유명합니다.”
오늘날 가야공원이 존재할 수 있었던 것은 그의 도전과 열정 때문이었다. 미사리 조정경기장 앞에 위치한 공원은 주말이면 가족 단위 방문객과 연인들이 즐겨 찾는다. 도시민들의 바쁜 생활 속에 편안함과 자연친화적인 공간을 만들고 싶었다는 그의 바람처럼, 가야공원은 도심에서 가까운 곳에서 설렘과 낭만을 느낄 수 있는 명소가 됐다.

Making the ground as a writer
As it can be assumed that the background and the process were so difficult like that, this park is not just made for the profit at all. President Lee wanted to show the pride of accomplishmentthough braveness and pioneering spirit to people. "As being a role model for the youth, I wanted to give the message that young generation has to do challenge and does something rather give up on things look impossible with looking at what I have done." He used to come up along TV programs as well. Including of the major media, KBS, MBC, and SBS, YTN has introduced him as ‘Greenbelt Conqueror’ on the News program. Many people want to meet him since they are impressed by his life and passion. On the other hand, he is a writer who expresses his humble mind and thoughts in words beyond being CEO. He was awarded the grand prix with ‘Thomas Spirit’ at the 2010 national essay contest and aftera while, he got awards at the 2012 Korea Literature World and Korea Cyber Writer Association to be a professional writer as well. In 2006, Korea Literature World made the award ‘Korea Literature World Awards’ and since then, they have chosen writers by works and exploit every year. President Lee wrote a poem about his father who reclaimed an abandoned land to clear and take that over to his son. He missed him so much in poetry. 한국문학세상 문학대상 수상…문학가로서 입지 다져
가야공원의 태동과 성장과정이 결코 쉽지 않았던 점을 봐도 알 수 있듯, 가야공원은 단순히 사업성을 보고 만든 곳이 아니다. 이 회장은 “개척과 용기를 통해 목표를 이뤄냈다는 자부심을 사람들에게 보여주고 싶었다”며 “이 세대 젊은 세대들이 나를 롤모델로 삼고 인생에서 불가능 앞에 좌절하기보다 도전하고 저질러보라는 메시지를 전해주고 싶었다”고 말했다.
이 회장은 그동안 언론 속의 단골 인사로 자주 등장하기도 했다. KBS, MBC, SBS 등 주요 방송사는 물론 YTN 등의 메인뉴스에 ‘그린벨트 정복자’로 소개됐다. 척박한 그린벨트를 1천 억 원의 가치를 지닌 복합문화공원으로 만들어낸 그의 의지와 열정에 그를 만나보고 싶다는 사람들도 부쩍 늘었다.
이 회장은 CEO의 면모 이외에 자신의 인간적이고 소탈한 매력을 글로 표현하는 문필가이기도 하다. 2010년 전국수필공모전에서 ‘토마스 정신’으로 대상을 받은 그는 2012년 한국 문학세상과 한국사이버 문인협회 후원 문학대상을 잇달아 수상하며 문학가로서의 입지를 다졌다. 2006년 사단법인 한국문학세상이 제정한 ‘한국문학세상’은 한 해 동안 한국 문단에 기여한 공적이나 작품성을 기준으로 매년 수상자를 선정한다. 이 회장은 시 ‘아버지’를 통해 불모지인 땅을 개간하고 옥토로 만들어 자식에게 물려주고 세상을 떠난 부친에 대한 애절한 마음을 서정시로 승화시켰다. 현재 (사)한국문학세상 부이사장을 맡고 있는 이 회장은 ‘저질러야 성공한다’ ‘부자가 되려면 저질러라’ 등 2권의 자서전을 집필하기도 했다.

Fame and power is temporary, hope is in human
"As I had a hard life in my past, Ioften think over the humanity and the meaning of life. Ithink that the greatest literature can come out of the market where people live very hard. The most beautiful hands are in the market, from business people." Affection and consideration about people was the key for him to be successful as a businessman. For example, he used to buy all the fish, which were sold by an 18-year-old girl at Noryangjin Fisheries Wholesale Market. He felt so sorry and couldn’t pass by her mournful voice. Also, he used to talk about the story of that he brought around 20 years old lady who he met at the train home, so his wife was so shocked by that. These are some episodes to show how he is a caring person. By this, he said, "Fame and power is temporary, the most important is human. The reason why I like things what I have, because I can give them to other people."
Afterwards, he plans to make ‘Kaya Park’ to be a multiplex for the families, couples and even the local people. As expected, the park would be more popular around when the biggest outlet shopping town, cinema park and hotel built by Shinsaegyae group in 2016. He emphasized, "The constant passion and challenge made today’s ‘Kaya Park’. I will strive to make this place as the eco friendly family theme resortpark with the best food town and accommodation facilities."
명예나 권력은 한시적…희망은 사람에게 있다
“어렵게 고생하며 살아온 과거 때문인지 인간의 존엄성이나 인생의 의미에 대해 깊게 고민하곤 합니다. 진정으로 위대한 문학은 사람이 치열하게 부딪히는 시장에서 나온다고 생각해요. 세상에서 가장 아름다운 손은 시장에서 장사하는 손이고요.”
사람에 대한 애정은 그가 기업가로서 성공할 수 있던 배경이기도 하다. 노량진 수산시장에서 생선을 파는 18세 여성(삶에 애절한 목소리에)의 생선을 전부 팔아준 일과 부산에서 서울행 열차에서 만난 20대 여성을 집으로 들여 아내에게 오해를 산일 그의 성공론을 말할 때 빠짐없이 등장하는 요소다.
이 회장은 “명예나 권력은 한시적이고 가장 중요한 것이 사람”이라며 내것이 좋은 이유는 “내가 가진 것을 남에게 줄 수 있기에” 좋다고 말했다.
앞으로 이 회장은 가야공원을 연인들의 데이트장소, 가족단위 방문객들의 복합놀이공간, 도시민들의 여가공간으로 꾸려나갈 계획이다. 신세계 그룹에서 짓는 동양 최대 아울렛 쇼핑타운과 시네마파크, 호텔 등이 들어서는 2016년에는 미사리의 발전과 함께 가야공원의 가치와 인지도 역시 높아질 것으로 내다본다. 이 회장은 “오늘날 가야공원이 성장한 것은 끊임없는 도전과 열정이 있었기에 가능했다”며 가야공원을 미사리에서 최고급 음식타운과 숙박시설을 갖춘 친환경 가족 휴식테마공원으로 만들어갈 것”이라고 강조했다.
